Safe Zone suggestions Empty Safe Zone suggestions

If we don't already, we should probably have more than 1 of these, and the list should be relatively public. Additionally, I personally feel safe zones should be restricted to zones with beds, rather than simply taverns with attached (different area) lodging.

At present, I think the Gambler's Den should be added. When it is added, probably also the hunter's lodge on Hunter's Hill.
