Broken character creation

Problem: sometimes character not getting lvl 3 when entering area.

I ran many tests and found out here that: the character ALWAYS creates a fine, if you do the following steps:
1) Create a character according to the instructions
2) After entering game immediately run to the manager of the characters and DELETE that character
3) Create a new char with the SAME NAME
4) ...
5) PROFIT


At second enter there are not record in log that the character not found, creating new, bla-bla-bla. So I seems that this is data sharing problem between the database and the game. Perhaps during the initial character creation does not create some records associated with it. Either the script tries to modify the data in a column in the absence of the database record has not yet created character.
